Course overview
Build your career as a trade qualified plant operator with the Cert III in Civil Construction Plant Operations Program. Learn how to safely operate plant equipment such as excavators, loaders, skid steers and rollers, to work on exciting civil infrastructure projects in this booming industry.
The program includes seven additional units of competency beyond the RII30820 Certificate III in Civil Construction Plant Operations qualification including the CPCWHS1001 Prepare to work safely in the construction industry unit (White Card) a minimum entry requirement into the civil construction Industry.
This program is delivered in modules, with most modules having a classroom, self-directed and practical component.
Classes start at 8am and generally finish between 4 and 4.30pm.

Individuals wishing to undertake this course must:
- Be over 17 years of age at time of enrolment
- Be eligible for Skills First Funding
- Be physically fit to be able to:some text
- Kneel of the ground to give compressions on a mannikin
- Able to stand for periods of time on uneven surfaces
- Work at heights (climb a ladder and stand in an elevated Work Platform) at over 3m in height
- Sit in a mobile plant (roller, excavator, backhoe, frontend loader, skid steer) for long periods of time.
Be able to understand and speak the English language and can conduct Mathematical Calculations at a level that enables the safe operation of plant machinery.
From 1 January 2024, you need to meet these requirements to be eligible for Skills First subsidised training:
Citizenship
You must be:
- an Australian citizen, or
- an Australian permanent resident, or
- a New Zealand citizen.
Physical Location
You must be physically present in Victoria while participating in training and assessment.
Course limits
Skills First funding is limited to:
- two courses at a time
- two skill sets in a year
- two qualifications in a year.
If you are enrolled at a school, you will not be able to receive a government subsidised training place for a course through Skills First.
Enrolment in this course will count towards one of the qualification limits.
To confirm your Skills First eligibility, you will need to provide documents such as proof of your citizenship or residency, and details about any study you have done
- You will be required to attend a mandatory Pre-training interview
- You will be required to undertake a LLN skills assessment prior to commencing the course, this will be conducted at the Pre-training interview.
- At the time of enrolment, you must disclose any medications or disability which may affect your learning or physical ability to conduct safe operation of plant machinery (including any vision impairment, back injuries).
- You must supply your current drivers’ licence or another form of photo identification and Medicare card. Eligible students applying for concession funding must provide their concession card.
- You will be required to travel to Bundalong for the confined spaces training so you will need a reliable vehicle for the two days.
- Wear comfortable and practical clothing and work boots. (safety boots preferred)
- Tea & Coffee is provided.
All course participants will be provided with a student information book detailing their rights and responsibilities including our complaints and appeals procedure.
Students are required to demonstrate competence to the standard as prescribed in the assessment criteria. Qualified assessors will conduct written and practical assessment at the completion of each unit of competency. Recognition of Prior Learning (RPL) is offered to students who have previous experience in the industry.
Recognition of Prior Learning is a process where people are provided with an opportunity to have their skills and knowledge assessed that they have developed outside the formal education system, for example: life experience, informal training or work experience. The process involves the student providing physical evidence of their experiences that correlate with the unit of competency, you will then need to partake in an interview with the RPL assessor to ascertain that sufficient evidence has been provided. Students are required to complete a RPL application and will be advised of the cost prior to enrolment. If the student intends to apply for RPL, they MUST advise 1 Stop staff as soon as possible. Recognition can be applied for throughout the course. 1 Stop will recognise the AQF VET qualifications and VET statements of attainment issued by any other RTO. Credit Transfer is available for students who have previously completed units provided the units are relevant to the qualification the student is enrolling in and can be identified as a current or equivalent unit of competency.
This program contains Nationally Recognised Training. Students who successfully complete the full program will receive: A RII30820 Certificate III in Civil Construction Plant Operations and four Statements of Attainment:
- CPCWHS1001 Prepare to work safely in the construction industry (1 Stop will apply for the WorkSafe card on behalf of the student) Issued at the completion of the WHS module
- HLTAID011 Provide first aid (Issued on completion of course)
- Machine Additional Units issued at completion of the Machine Module comprising of:
- RIIMPO318F Conduct civil construction skid steer loader operations
- RIIMPO320F Conduct civil construction excavator operations
- RIIHAN308F Load and unload plant
- Heights Module issued at completion of the Heights Module comprising of:
- RIIWHS204E Work safely at heights
- RIIHAN301E Operate elevating work platform
If a student does not complete enough units to meet the packaging rules of the RII30820 Certificate III in Civil Construction Plant Operations, they will be issued a statement of Attainment for the
units successfully completed.
Students will also be issued with wallet sized competency cards for mobile plant & first aid units.
WorkSafe will issue a wallet sized card for CPCWHS1001 Prepare to work safely in the construction industry (White Card)

Applicants will be advised of the cost of the course at pre-training review, an invoice will be issued upon course commencement. Facilities include Credit Card, EFTPOS, Cheque or Cash.
Please note there is a 1% surcharge for debit card payment and 1.5% surcharge for credit card payment.
NOTE: All course documentation is included in these fees.
A minimum of 3 working days (72 hours) notice is mandatory for cancellation or withdrawal from this course. Dependent upon circumstances, students may be offered an alternative date for training.
Should the student not wish to reschedule, 50% of the full fees will be retained by 1 Stop, the remainder of the fees will be returned to the original payee. There is no charge for a student to transfer to an alternative date provided the 3 working days (72 hours) notification is received.
In the event notification of cancellation is not received within 3 working days (72 hours) by 1 Stop and/or the student does not attend training, the full course fee will be applicable.
The Student/Employer/Employment Agency is liable for full course fees upon non-attendance and will be invoiced accordingly.
If 1 Stop cancels the training course, then a full refund will be returned to the payer.
REFUNDS - A time frame of up to ten (10) working days is required to process refunds, any course materials or resources supplied to students are to be returned to 1 Stop upon cancellation, alternatively the cost of the materials will be invoiced to the client.
